Presidential Amnesty Scholarship 2025/2026: How to Apply and Who Qualifies

Scholarship Portal Now Open
The Presidential Amnesty Programme (PAP) has started accepting online applications for its 2025/2026 onshore scholarship. This offer is open to both undergraduates and postgraduates seeking admission into public or private universities within Nigeria.
The application window runs from Friday 11 July to Friday 8 August 2025.
Who Can Apply?
This scholarship is meant for beneficiaries of the PAP, which includes ex-agitators and individuals from affected communities in these nine Niger Delta states:Ondo
Edo
Delta
Bayelsa
Rivers
Imo
Abia
Akwa Ibom
Cross River
For Undergraduate Applicants
You must:Be admitted into 100-level in the 2025/2026 session.
Have a valid 2025 UTME result.
Score the required minimum (usually around 200 or whatever PAP sets).
Already have your WAEC or NECO results. They don’t accept awaiting results.
For Postgraduate Applicants
You must:Be starting a new postgraduate course in the 2025/2026 session.
Other Things to NoteYou must keep a minimum CGPA to stay on the scholarship. Usually, 2.5 on a 5.0 scale or 2.0 on a 4.0 scale.
Any kind of misconduct can lead to losing the scholarship.
Applicants may be invited for a written test and an interview.
